Topic Overview of the Certified Unified Program Agency (CUPA)
Kern County Environmental Health acts as the Certified Unified Program Agency (CUPA) with oversight of the CalEPA hazardous materials management programs such as hazardous material business plans, hazardous waste, above ground storage tanks, underground storage tanks, and the California accidental release prevention program. In addition to the CUPA programs, a section will be discussed on medical waste. Though it is not a CUPA program, it is a program that is overseen by Kern County environmental health under the authority of California Department of Public Health and is commonly associated with medical facilities. This presentation will provide a basic overview of each program and focus on applicability and common violations. This presentation will be presented by a team of representatives from Kern County Environmental Health.
Speaker Chad San Juan MS, REHS, CSP, CHMM – CalARP/ER/LEA Supervisor, Kern County Public Health Services Department, Environmental Health Division
Chad San Juan has a bachelor’s from CSU Fresno in Environmental/Occupational Health and Safety and a Masters in Quality Assurance from CSU Dominguez Hills. He has been with Kern County Environmental Health for almost 10 years and is currently the Supervisor over the California Accidental Release Prevention Program that oversees facilities that utilizes highly hazardous substances in their processes, the Local Enforcement Agency that oversees solid waste management, and the Hazmat Emergency Response team for Kern County Environmental Health.
