Environmental Advisor

The Senior Environmental Advisor is accountable for maintaining the company’s environmental regulatory compliance programs to sustain full compliance with laws and regulations. This person evaluates and utilizes necessary resources to achieve compliance in the most efficient, economical means.


  • Participate in a team environment with Operations, Engineering & Maintenance departments to ensure environmental responsibilities are understood, policies are being followed, provide guidance/suggestions, and collaborate on problem solving, where needed.
  • Provide guidance, direction and required frequency for Environmental Coordinators. Ensure appropriate documentation is maintained to satisfy recordkeeping requirements commensurate with permit/rules driving data needs.
  • Prepare permitting applications for new equipment and/or modifications to existing equipment for submittal to SJVAPCD, as may be necessary to facilitate operations.
  • Assist with the development, update and maintenance of several environmental plans and procedures, such as LDAR-OMP, GHG Monitoring Plan and Low Carbon Fuel Standard Monitoring & Reporting Plan.
  • Develop periodic and annual refresher training on requisite environmental topics required for refinery personnel.
  • Evaluate current and proposed codes, standards, regulations, and guidelines to determine the impact on current and future programs and activities. Provide written and verbal comment to management and agency personnel, develop and propose alternative approaches to proposed regulations or draft program changes. Participate in public workshops, hearings and other forums to effectively communicate the company’s positions.
  • Compile requisite data, Rule 4623 Tank Report, Annual Federal and State Greenhouse Gas Reports, annual Toxic Release & Inventory report, and Annual Emissions Inventory report, and responses to agency data requests.

Qualifications and Requirements

  • Four year Degree in science, engineering, or related field or equivalent experience required.
  • Minimum of 10 years of experience as an environmental professional with supervisory experience
  • Minimum 5 years of experience in Air Permitting and emissions modelling
  • Knowledge of CA and Federal environmental regulations.
  • Ability to handle multiple priorities and remain focused and organized.
  • Demonstrated communication, interpersonal, and organizational skills. Ability to read and interpret documents such as regulatory guidance documents and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of employees, contractors/consultants, and agency representatives.
  • Ability to calculate figures and amounts such as proportions and percentages. Ability to apply concepts of basic algebra and geometry.
  • Must have excellent computer skills as demonstrated by the ability to compile and present information and data utilizing Microsoft Office.
