Safety Program Manager

The Safety Program Manager is responsible for promoting all aspects of safe practices, office and field. Provides training in accordance with Injury and Illness Prevention Program (IIPP) and Cal OSHA title 8 for the Company throughout California. In addition, the Safety Program Manager is responsible for safe practices, office and field, in accordance with Federal OSHA standards. This position also supports the safety efforts in the State of Washington for California Water Service Group. This position is located in the Southern Districts of Cal Water.


  • Responsible for providing training for all Central districts in accordance with our Master Planning Safety Training Calendar (MPSTC)
  • Collaborates with the Safety department on annual Safety Initiatives
  • Ensures the effectiveness of the district/department safety committees and serves as an ad-hoc member of all such committees
  • Oversees safety education and training for all employees
  • Assures that records are maintained for safety training and safety programs within the Central districts
  • Coordinates collection and analysis of data and reports necessary for meeting internal and State/Federal requirements
  • Administers and maintains OSHA mandated employee health and safety programs, including but not limited to ergonomic evaluations, Respirator and Hearing Conservation, and CPR standards for employees
  • Develops new programs, as needed, to meet new or future regulations related to employee health and safety
  • Maintains and applies knowledge of current policies, regulations, and industry processes
  • Recommends process and product safety features that will reduce employees’ exposure to chemical, physical, and biological work hazards
  • Evaluates hazardous conditions and practices and develops hazard control practices and programs
  • Responsible for coordinating evacuations drills at each Central district office
  • Performs Root Cause Analyses for each accident, incident, or exposure
  • Reports on and reviews findings from accident investigations and facilities inspections programs
  • Participates in annual Emergency Operations Center (EOC) exercises within the Central districts
  • Works with Engineering to consult on proposed new construction and field work projects
  • Reviews employee safety programs to determine adequacy and recommends and implements changes to processes and procedures as required by internal or external agencies
  • Assists management in understanding OSHA regulations and standards, including guidance on handling compliance, inspections, and citations
  • Collaborates with trade and professional organizations to promote goals and objectives in the health and safety areas that affect the Company’s business
  • Collaborates with Engineering and Cal Water contractors to assure safety compliance and practices for field operations
  • Assesses new developments in the health and safety field that may have application to the Company’s operations
  • Establishes target area and long-range accident prevention and cost-control objectives
  • Remains apprised of developments in federal and state safety laws likely to affect the Company
  • Acts as Company representative in dealing with government agencies on safety and health matters affecting the Company
  • Prepares Unsafe Condition reports and ensures that corrective action is taken in a timely manner
  • Responds to all CAL-OSHA citations, conferences, appeals, abatement activities, penalties, and completes required paperwork
  • Participates in and supports the Company’s Improvement Programs and projects
  • Attends meetings and training as directed by California Water Service
  • Performs other duties as assigned


  • Bachelor’s degree in Occupational Health and Safety, Safety Engineering, Mechanical Engineering, or a related field, and/or equivalent experience
  • Experience as a safety professional in the utility industry; or equivalent experience in construction, emergency response, or field work in the water utility industry
  • OSHA 30 Compliance Certification (preferred)
  • Proficiency in the use of Microsoft Office applications
  • Valid California Driver License
  • Upon hire, must provide proof of COVID-19 vaccination status

Salary Range: $75,100 – $142,800
